This work presents The Cognitive Operating System, a foundational structural framework that models cognition as an irreversible generative process. It introduces a four‑layer architecture (L0–L3), a directional theory of meaning, and a formal account of Cognitive Time grounded in collapse, registration, and reproduction. By unifying Self, Other, and Relation into a minimal ontology, the framework explains how meaning, temporal continuity, and understanding arise within cognitive agents.
