We show that gravity arises as a necessary encoding class once coherent kinematics is defined in the absence of a global reduced description. Circle obstructions produce path-dependent failure of kinematic identity that cannot be resolved within kinematics alone. We prove that resolution of this path dependence requires an additional universal bookkeeping structure that enforces consistency of admissible continuation across overlapping descriptions. This structure is identified with gravity. Gravity is not introduced as a force, field, or geometric axiom, but as an encoding that compensates for loop-dependent inconsistency. In realization classes admitting smooth structure, this encoding is realized by connections and curvature, with geometry appearing as a consequence rather than a postulate.
