The relevance of the research is determined by the need to develop transport and logistics infrastructure facilities. The methodological basis of the research is combination of expert judgement methods, combination of SARIMAX and LSTM modelling forecasting approaches and project financial modelling. The scientific novelty of the research is determined by finding the best option for the Government Plan for the restoration and development of Ukrainian airports after the end of the military conflict. The research identified the need for investment in air transport infrastructure restoration, made a long-term forecast of passenger and cargo traffic for the selected airports bundle, identified the most effective ways for the selected airports bundle to financing, designing, building and maintenance, and performed financial modelling of the selected options.
