Abstract Robust evidence from Western contexts highlights the significant influence of neighborhood environments, including the availability of early childhood education (ECE), on children’s development. However, research on these relationships in rural and non-Western settings remains limited, despite substantial investments in ECE in such areas. This study investigates associations between rural neighborhood-level characteristics including poverty, safety, and community participation, and ECE quality and children’s developmental outcomes in rural Indonesia. Additionally, it explores whether ECE quality moderates the impact of neighborhood characteristics on child outcomes, given the perception of ECE centers as protective buffers against neighborhood disadvantages. Using data from a large-scale ECE project evaluation, and controlling for child-, center-, and neighborhood-level covariates, findings reveal that neighborhoods with higher poverty levels tend to have lower ECE quality, while those with higher community participation and safety show better ECE quality. Multilevel regression analyses indicate that high-quality ECE is particularly crucial in high-poverty and high-violence neighborhoods, where developmental gaps between children attending lower- versus higher-quality ECE are more pronounced. Additionally, the study highlights the importance of cohesive and safe community environments in supporting children’s development, independent of ECE quality. Policy implications include prioritizing efforts to improve ECE quality in impoverished and less safe neighborhoods while fostering greater community participation and safer living conditions. These findings provide actionable insights for targeted interventions to enhance ECE and neighborhood environments, ultimately benefiting children’s developmental outcomes in rural, low-resource settings.
