This paper presents the conceptual framework of the Munthazar Protocol — a quantum-inspired approach to decentralized monetary policy. We describe the Hamiltonian structure, the role of a universal constant Ω, and the implementation architecture without disclosing proprietary algorithms. The protocol has been implemented and verified in a live production environment since February 2026.
