This study defines resilience as the relative influence on the recovery of urban systems during the post-disaster recovery process and analyzes the importance of critical infrastructure. Based on the 4R resilience framework (robustness, redundancy, resourcefulness, and rapidity), the Analytic Network Process (ANP) was employed to consider the interdependencies among infrastructure systems. The results indicate that the information, communication, and energy sectors have the greatest influence on urban system recovery, followed by government facilities and transportation systems. These findings suggest that the recovery of specific infrastructure sectors can structurally affect the speed and efficiency of recovery across interconnected systems. This study provides foundational evidence to support the strategic prioritization of disaster response and recovery planning by incorporating interdependencies into resilience-based importance analyses.
