Community health centers (CHCs) play a crucial role in Rwanda's healthcare system, providing essential services to underserved populations. A mixed-methods approach was employed, including both quantitative data analyses and qualitative interviews to assess service delivery and patient outcomes. CHC staff reported an average response time of 24 hours (range: 10-36 hours) for emergency cases, with a significant improvement in service efficiency noted over the study period. The quasi-experimental design provided insights into CHC performance metrics and operational challenges. Enhanced training programmes for staff and improved referral systems are recommended to further enhance service delivery. Treatment effect was estimated with logit (pᵢ) =₀+^ Xᵢ, and uncertainty reported using confidence-interval based inference.
