This paper formalizes a minimal structural stability condition for physical time within the SchuijfLaw framework. Time is defined as T = IC / S, where I denotes distinguishable content, C coherence, and S structural closure norm. From the carrying principle (T ≤ S) it follows necessarily that IC ≤ S². The inequality is interpreted as a structural boundedness condition rather than a dynamical law. This work refines the axiomatic structure of the Schuijf Law without introducing empirical claims or modifications to existing physical theories.
