This record documents the CMPSBL Capability Synthesis Reactor, a modular cognitive substrate capable of autonomous software capability discovery, deterministic scoring via a six-dimensional index (CJPI), and universal cross-platform code export across 16 programming languages, including four hardware description languages (Verilog, VHDL, SystemVerilog, Chisel). The system operates through combinatorial synthesis of 21 canonical modules organized in a hot-swappable topology. Discovered pipelines are ranked and tiered according to deterministic weighted scoring criteria and may be exported in 128 language-adapter configurations. Experimental validation includes a live discovery run generating 22 high-scoring artifacts (5 with perfect CJPI scores), verified export across all 16 targets, and deterministic signature stamping for provenance. The architecture demonstrates an endlessly extensible discovery model: new modules may be introduced at runtime, expanding the combinatorial search space without system downtime. This publication documents architecture, scoring methodology, export topology, governance constraints, and actual documented results.
