Abstract The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China was held at a crucial juncture when the country is about to enter a period of laying a solid foundation and making comprehensive efforts to basically achieve socialist modernization. The session made top-level designs and strategic plans for the development in the next five years. Guided by the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, this article focuses on the major strategic tasks of steadily advancing Chinese path to modernization during the “15th Five-Year Plan” period, systematically analyzes the domestic and international situations and challenges faced by China in the new era. On this basis, it elaborates on the strategic connotations, implementation paths and policy orientations of the 12 tasks deployed at the meeting from six key areas: advanced manufacturing development, high-quality and efficient development of the service industry, construction of a unified national market, high-level opening up to the outside world, urban modernization and promotion of common prosperity, in line with the research expertise of the research project team of the National Academy of Economic Strategy. It emphasizes the need to take self-reliance and self-strengthening in science and technology as the core driving force, break through institutional and mechanism obstacles through deepening reform, and promote common prosperity for all people in high-quality development, providing theoretical references and practical ideas for building a modern socialist country in an all-round way.
