An ethnographic study was conducted, involving participant observation, interviews, and document analysis among Moroccan policymakers and community leaders. Historical social structures have a strong influence on contemporary decision-making processes, particularly in rural settings where lineage-based leadership roles persist. The historical roots of governance challenges in Morocco are complex and multifaceted, necessitating nuanced policy interventions to address current issues. Policy makers should consider incorporating traditional social structures into modern governance frameworks to enhance legitimacy and effectiveness.
