This work formalizes the Delivery Layer (DEL) within the SOSA framework as the deterministic component responsible for controlled output release after execution and validation. The layer operates exclusively on validated output and enforces release eligibility through explicit preconditions, integrity constraints, and failure rules. It defines a deterministic delivery function operating on validated output, execution status, and system state. The model introduces formal release conditions, output integrity constraints, failure handling rules, and terminal delivery conditions. The Delivery Layer does not perform generation or validation but determines whether validated output can be released, ensuring deterministic and controlled final output delivery in Large Language Model systems.
