Introduction: Low referrals by grassroots workers necessitate an instructional module for community oral cancer screening. Methods: Module development using ADDIE (Analysis, Design, Development, Implementation, Evaluation). Stakeholder discussions, learning objectives, didactic materials, mouth self-examination video, IEC manual and oral cancer kit were created. Implementation planned for 45 health workers; evaluation via Kirkpatrick levels. Results: A one-day, in-person training package with handouts, video and toolkit was developed for community screening. Conclusion and Policy Implications: Structured ADDIE-based training can improve community screening competency, reduce delays and healthcare costs; recommended for scale up.
