This paper examines institutional delays in Ukraine’s cultural restitution policy during wartime. Using regulatory analysis and official planning documents, it demonstrates that the absence of a functioning legal framework creates systemic risks of losing cultural assets. The study argues that Ukraine is attempting to construct a restitution system without establishing its legal foundation, undermining both domestic governance and international cooperation
