To ensure that specialists develop a holistic mindset, it is essential to strengthen their competencies and understanding of organizational functioning during their studies, since strengthening educational structures-especially those that incorporate principles of organizational learning and systems thinking competencies-is crucial in preparing specialists to appropriately respond to complex situations and ensure high-quality patient care. The study highlights the necessity of a systems-thinking approach that integrates team dynamics, resource management, and regulatory frameworks to enhance service delivery. While private sector organizations benefit from cohesive teamwork and supportive management, public sector institutions face structural limitations that hinder effective collaboration and leadership. Addressing these systemic barriers is essential to creating equitable, high-quality dental healthcare accessible across socioeconomic groups.
