This work presents the Substrate Resonance Model (SRM), an effective‑level framework in which spacetime is treated as a dynamical substrate whose stable resonant excitations give rise to particle identity, measurement outcomes, and probabilistic structure. The paper proposes a reconciliation‑based account of measurement, derives the Born rule as an invariant measure, and sketches connections to particle identity and gravitational entropy. This manuscript is intended as a conceptual foundations paper and is shared to invite expert feedback prior to journal submission.
