This paper proposes a unified interpretation of entropy constants as projective closure constants. Boltzmann's constant, logarithmic entropy units, quantum entropy structures, horizon entropy constants, and cosmological entropy parameters are interpreted as lawful conversion structures between hidden closure and measurable entropy. The central distinction is that entropy and negentropy are not symmetric opposites. Entropy is epistemic/projective closure degradation, while negentropy is ontological coherence-maintenance. This reframing preserves standard entropy formalisms while placing them within a layered closure ontology.
