Based on the three axioms, four corollaries of Universal Existence Axiom 1.0 (UEA 1.0) and the ontological foundation of general materialism, this paper formally establishes Universal Existence Axiom 2.0 (UEA 2.0). A unified quantitative formula K =E*I/M is proposed to realize the universal description of physical systems, biological systems, socio-economic systems, artificial intelligence systems, spatiotemporal topological systems, and virtual-real conversion systems. At present, global academia remains in a stage of separate domain modeling, incompatible variables, and inconsistent constants. Although quantum energy boundedness has been experimentally verified, ultraviolet divergences are only treated by renormalization. Frontier topics such as virtual-real conversion, space jumping, AI safety alignment, and immortality lack a unified quantitative foundation. The breakthrough of this paper lies in providing the first measurable, computable, and verifiable unified variable system and measurement method for all systems. M and E can be directly measured; I adopts the complex system general proxy variable method; K is currently defined as a subsystem steady-state constant, which will be upgraded to a universal constant after cross-domain data convergence. This paper strictly follows scientific norms, being reproducible, falsifiable, and expandable, and is fully compatible with existing quantum mechanics, thermodynamics, information theory, and complex system science.
