This Technical Brief establishes GGPA's four-class Diplomatic Circular classification system and mandatory formatting standards for all institutional policy communications. The four circular classes are: Internal Policy Circular (code format GGPA/IPC/YEAR/NUM, targeting all GGPA staff, fellows, board members, and YAC members on policy changes and procedural amendments, issued by Executive Director); Partner Notification Circular (code format GGPA/PNC/YEAR/NUM, targeting all active GGPA institutional partners holding MOUs on partnership programme updates and reporting deadlines, issued by Executive Director); Governance Intelligence Circular (code format GGPA/GIC/YEAR/NUM, targeting all registered GGPA Knowledge Hub subscribers and government counterparts on publication of new GGPA Technical Briefs and Governance Briefs, issued by Executive Director with content peer-reviewed under GGPA-TECH-2026-T03); and Diplomatic Circular External (code format GGPA/DPC/YEAR/NUM, targeting AU, ECOWAS, Commonwealth, UN bodies, and foreign missions in Ghana on formal notification of GGPA institutional positions, requiring Executive Director and Board Chairperson dual sign-off). Eight mandatory formatting standards are defined for all circulars. The Brief establishes the GGPA Circular Library a public archive on the GGPA Knowledge Hub for Governance Intelligence and Partner Notification Circulars creating a living, searchable, time-stamped, and permanently accessible record of GGPA's institutional communications.
