Abstract

The GGPA Governance Stack is an integrated system comprising three proprietary protocols: the Integrated Institutional Governance Risk Assessment (IIGRA) Diagnostic Engine, the Shadow-Role Operational Model, and the Zero-Latency Tracking (ZLT) Protocol. These protocols are designed to reconcile the international humanitarian imperative with the complexity of national legal orders, achieving compliance, cultural sensitivity, and operational dynamism. My aim is to help steer OCHA away from disaster-induced, ex post facto Reactive Coordination toward a paradigm of Predictive Governance.
