Abstract The rise of artificial intelligence in state governance represents not merely a technological shift, but a civilisational crisis — the progressive automation of human accountability. This paper introduces the Diella Doctrine, a philosophical framework proposing that AI must remain constitutionally subordinate to human moral consciousness in all governance contexts. Grounded in Albania’s 2025 appointment of the world’s first AI government minister, “Diella,” and the subsequent politicisation of its algorithmic offspring — the “83 Children” designed to surveil Socialist Party MPs — this study identifies a systemic pattern: AI deployed without a Sovereign Shield accelerates democratic erosion rather than preventing it. Drawing on conceptual analysis and deductive reasoning, the paper advances two foundational pillars: the Creative Foundation (Architect vs. Bridge) and the Moral Foundation (Calculated Equality vs. Moral Equity). Synthesising classical philosophy (Al-Farabi, Aristotle, Rousseau, Kant) with contemporary governance theory and literary dystopia (Huxley, Vonnegut), the doctrine argues that practical wisdom — Aristotelian phronesis — is a non-computable moral prerequisite that algorithms inherently lack. The paper further proposes the Architect Generation framework: a structured ethical formation of youth aged 15–25 as the strategic counter to algorithmic indoctrination. Recent validations in 2026, including Albanian political unrest and ethical revolts within leading AI firms, confirm the doctrine’s empirical urgency. This framework is offered as a global manifesto for governance scholars, techno-ethicists, and policymakers navigating the threshold between democratic sovereignty and technocratic dominance.
