This record contains Paper 053 of the Enumiaze Research Program. The manuscript presents a bounded U131 candidate prediction audit for the absolute neutrino mass scale under normal ordering. The frozen rule is mₗightest (NO) = sqrt (Delta m21²) * lambda², with lambda = 1/ (3 phi). Using an embedded NuFIT 6. 0 normal-ordering oscillation row, the branch predicts m1 = 3. 66e-4 eV, m2 = 8. 63e-3 eV, m3 = 5. 08e-2 eV, Sigma mₙu = 5. 98e-2 eV, mbeta = 8. 91e-3 eV, and mbb = 1. 23e-3 to 3. 96e-3 eV. The prediction is compared against current upper-bound constraints from KATRIN and Planck 2018 + BAO and is formulated with explicit falsification and no-retuning conditions. The paper does not claim discovery, complete derivation of neutrino mass, proof of Majorana nature, or full derivation of the Standard Model.
