The management of the pandemic illuminated the challenges of urban governance in informal settlements in particular. The localised responses to the Covid 19 Pandemic amongst communities in Cape Town, under the Community Action Networks (CANs) serve to explore some of the government constraints and limits to collaborate with community stakeholders, especially in times of crisis.
