This paper fixes time within the second system of Kasei-Theory. Time is not introduced as flow, passage, becoming, duration, sequence, before and after, change, causality, measurement, or temporal ontology. Reading does not establish time. Configuration does not establish time. Order does not establish time. Sequence does not establish time. Non-selective configuration is fixed as the structural placement between reading and time without temporal priority, causal derivation, or developmental sequence. Time is fixed only within the structural placement opened by reading and non-selective configuration, without introducing temporal, causal, developmental, or derivational order. The paper fixes time only as the local readability condition under which ordered maintainability is readable as time without flow. This readability does not convert order into time, does not convert maintainability into duration, and does not establish temporal ontology. No subject is presupposed. No temporal flow is introduced. No temporal ontology is restored. No causality is introduced. No measurement is established.
