Against the backdrop of global carbon neutrality and increasingly strict urban water pollution regulations, municipal water supply and drainage systems are core infrastructure for urban environmental governance. Traditional 2D design and extensive management have led to prominent problems such as combined sewer overflow, soil and water pollution caused by pipeline leakage, and high energy consumption, which cannot meet the requirements of high-standard pollution control and low-carbon development. this paper constructs a full-life cycle BIM application system for municipal water supply and drainage projects, with the dual goals of water pollution control and energy efficiency improvement. It systematically elaborates on the system's application paths, core functions, and practical value in the design, construction, and operation stages. The system can achieve pollution prevention, process control, and stable governance while effectively reducing energy consumption and carbon emissions across the whole life cycle. This study provides digital technical support for urban water environment governance and low-carbon development of municipal infrastructure.
