Heat supply is one of the most important public utilities that have a significant impact on the population’s lives and the economic development of cities. The cost of heat energy, which is determined by tariffs, directly affects the budgets of citizens and businesses. This article provides a comparative analysis of million-plus cities based on their income, tariff costs, and heat consumption standards. Based on these data, the article calculates the cost of heating in major cities across the Russian Federation. The results of this study allow us to assess the validity of existing tariffs, identify cities with high heating prices, and provide recommendations for improving tariff policies for both consumers and heat supply organizations. The analysis of the state of heat supply systems is carried out. Insufficient investments in infrastructure upgrades exacerbate the problem of equipment wear and tear. To solve it, an integrated approach is needed, including increased financing, the introduction of innovative technologies and the improvement of the regulatory framework, taking into account regional specifics. According to the Ministry of Energy, investments in the amount of 2,5 trillion rubles are required to modernize the thermal infrastructure.
