This study employs a qualitative approach with a descriptive method, involving interviews and observations of informants from various related agencies, the Investment and One-Stop Integrated Services Office, and the Civil Service Police Unit. The research findings indicate that although the Mayor's Regulation has been established with clear standards and objectives, its implementation still faces various challenges. The identified constraints include a lack of trained human resources, suboptimal inter-agency coordination, and resistance from advertising business operators. Additionally, effective communication among implementing organizations is also a crucial factor in the successful implementation of this policy. This research is expected to provide input for the Medan City Government in efforts to improve the arrangement of advertisements, create a more orderly and aesthetic environment.
