The article explores the transformational processes in the field of public administration occurring under the pressure of escalating social challenges, including war, the rapid development of digital technologies, and growing public expectations. These factors are reshaping the nature and structure of government, necessitating new approaches to the organization of administrative processes, decision-making, and public engagement. Public administration is increasingly focused on flexibility, transparency, rapid responsiveness to change, and the active involvement of citizens in policymaking. Particular attention is given to the concept of resilience, viewed as a key quality of modern public administration actors. This capability enables state institutions to maintain functional stability during crises, respond effectively to emerging challenges, and adapt to political, economic, and social shifts. Resilience not only ensures the durability of public administration but also promotes its capacity for innovation and transformation-both essential for achieving social well-being in times of uncertainty. The article also highlights the critical role of communication in contemporary public governance, emphasizing the importance of both internal and external interactions, citizen participation in decision-making, and the integration of digital tools to enhance the efficiency and transparency of administrative processes. The author stresses the need for strategic vision and high managerial competence among public servants as a foundation for sustainable development and the strengthening of public trust in government. Key directions of social responsibility in public administration are summarized, including the promotion of social justice, environmental sustainability, economic development, and ethical standards. The importance of fostering professional leadership within government bodies is substantiated, as it supports the formation of an inclusive organizational culture and improves the effectiveness of governance in conditions of social instability.
