The article substantiates the strategic importance of the cluster approach for the post-war economic recovery of Ukraine. In conditions of large-scale destruction of infrastructure and socioeconomic instability, innovation clusters are considered as an effective tool for mobilizing resources, stimulating entrepreneurship and integrating regional initiatives into national policy. Modern Ukrainian and international studies are analyzed, which emphasize the importance of legal regulation, digital transformation, public-private partnership and human capital development. A roadmap for cluster development is proposed, taking into account regional characteristics, the potential of local communities and the experience of the EU. The need to create a favorable institutional environment, transparency, flexible management and active participation of civil society is emphasized. The cluster model is positioned as the basis of a new economic culture that combines innovation, cooperation and social responsibility, ensuring sustainable development and global competitiveness of Ukraine.
