Strategic priorities for preserving the labour potential of Ukraine within digitalisation and martial law

The article focuses on the fact that the problem of providing the economy with labour resources is becoming more acute in Ukraine. Transformation of employment forms in Ukraine is taking place in terms of the growth of informal, non-permanent, part-time employment. It is noted that active hostilities in certain parts of Ukraine and digitalisation processes are intensifying self-employment and remote employment. Prospects and risks of employment transformation under the influence of digitalisation during the war and post-war economic recovery of Ukraine at the level of employees, employers, and the state are identified and systematised. The list of necessary extensive factors (increase in the total population, the number of economically active population, reduction of emigration, increase in the birth rate) and qualitative characteristics of preserving and increasing the labour potential of Ukraine (growth of productivity, complexity, intensity, quality of labour) is formulated. It is proved that the impact on improving quality characteristics of labour resources, intensification of labour activity of the population should be carried out comprehensively at the level of the state, economic entity, and individual. Strategic priorities aimed at preserving the labour potential of Ukraine during martial law and the post-war period, improving efficiency of business entities, local governments, and state bodies to create attractive working, living, and recreational conditions for Ukrainians, in particular, through the adequate tariff policy in the housing and utilities sector, are highlighted. It is stated that implementation of strategic priorities depends on the economic situation in the country, improvement of the investment climate, development of the economy on principles of innovation, possibility of diversification of employment forms, optimisation of the migration policy, housing and communal services policy, etc. Macroeconomic instruments and incentive measures to implement strategic priorities for preserving Ukraine's labour potential, improving the quantitative and qualitative parameters of its use, reducing the risk of job losses due to deindustrialisation and destruction of industrial potential are systematised.
