Today, security is a key function in the development of any society. Seen from a scientific point of view, security should give us answers when it comes to challenges, risks and threats that affect the development of the modern world, primarily as a community. The conditions for preserving human existence are improving and becoming more complicated every day, and thus the fear of uncertainty and the impossibility of predicting the smooth functioning of all segments of society is increasing. Organized crime represents a complex security challenge, risk and threat, because it incorporates several measures, actions and activities that primarily violate legislation, and create long-term negative consequences for all spheres of society. The severity of consequences for the value of society determines organized crime as a challenge, risk or threat that is, its impact on the security of the Republic of Serbia. The starting point of the work is the conceptualcategorical distinction between security challenges, risks and threats. The paper provides a theoretical overview of organized crime as a kind of social phenomenon, through a comparison of administrative and academic definitions. The results of the work were obtained through research that was carried out with the aim of defining a management model for the development of defense system capabilities. Based on these results, the answer to the question: "Is organized crime one of the most significant challenges, risks or threats to the security of the Republic of Serbia?" was obtained.
