In 2006 the College of Social Sciences (CSS) of the University of the Philippines Baguio identified the need to evaluate the implementation of the Indigenous Peoples’ Rights Act (IPRA) and the National Commission on Indigenous Peoples (NCIP) as a priority in its research agenda. In pursuit of this goal, a faculty group conducted a series of workshops and meetings to conceptualize the research. Given the scale of the project, the CSS decided to enter into a partnership with Tebtebba Foundation, Inc., a Baguio-based international center for research and advocacy for indigenous peoples’ rights, and the NCIP.
