Or that state regulation affects citizens and businesses in much the same way as federal regulation. As Chief Judge Sutton observes, “our obsession with federal law inclines us to notice changes in administrative law most of all through decisions of the U.S. Supreme Court, the Hubble Telescope for assessing American law.”
