This study examines China’s “Double High-Levels Plan” transformation of vocational education, addressing challenges in pedagogical approaches, industry alignment, and cultural stereotypes. Analyzing 11,300 institutions serving 30 million students, the research identifies four critical reform areas: implementing student-centered learning, integrating Industry 4.0 technologies, enhancing teacher competence, and overcoming societal perceptions. The findings provide evidence-based strategies for sustainable vocational education modernization.
