The study is devoted to certain issues of legal regulation of the conditions for granting land plots from public ownership to citizens for free. In particular, attention is paid to the grounds for the emergence of such rights of citizens, the issues of singletime provision of land plots for free. A number of problems arising in law enforcement practice when making decisions on the provision of land plots for ownership are identified, possible obstacles to the implementation of citizens’ rights established by law at the federal and regional levels are identified. Special attention is paid to the existence of legal gaps that have led to different interpretations of the law and, as a result, the lack of unity of judicial practice. The author comprehends the experience of applying the relevant legal norms of federal and regional legislation, and makes proposals to improve legal regulation in this area.
