The article defines the role of entrepreneurship in the socio-economic life of the country, examines the main problems of the development of Russian small and medium-sized enterprises, and suggests ways to develop them under the conditions of economic sanctions of Western states and macroeconomic instability of the national economy. It is concluded that in order to increase the share of small and medium-sized enterprises in Russia's GDP, it is necessary to involve them in all spheres of activity and strengthen their qualitative component. And in order to increase the effectiveness of measures taken by the state in relation to SMEs, it is necessary to improve the legislative framework and review ongoing national projects taking into account changing conditions.
