The purpose of this study is to analyze the problems and improvement measures of K-MOOCs from the perspective of experts. Focus group interviews were conducted with relevant experts, and the results showed that in terms of learning content, there is a lack of differentiation strategy according to learning purpose, simplification of content development and service system for university education, uniformity and rigidity of content, and lack of incentive design to motivate learning; in terms of learning environment and platform design, insufficient learner support functions; in terms of teaching and learning design, lack of teaching design elements to promote learning, UI/UX design that is not easy to interact with; and in terms of project governance lack of absolute financial support along with the inclusion of performance evaluation indicators that do not match the nature of the business. In the future, it is necessary to expand the participation of experts in project governance, build a complete platform that accommodates mobile environments, and improve the quality of innovative teaching and learning services.
