This study aimed to develop a methodology for strategic planning in universities using quality standards, academic accreditation, and the balanced scorecard framework. The methodology was applied to construct the strategic plan for University of Saba Region in Yemen. Five reference standards were employed: the Academic Accreditation and Quality Assurance Council for Higher Education in Yemen, the National Tool for Ranking Yemeni Universities, the Guide of the Arab Universities Union, the Integrated Assessment Tool of the Federation of Islamic Universities, and the SWOT analysis model. Content analysis was used to assess the effectiveness and comprehensiveness of the strategic plan initiatives for University of Saba Region. The findings indicated good effectiveness (67%) and adequate coverage of the reference standards' main and sub-standards (62%). The study recommends adopting the proposed methodology for strategic planning in universities, considering their unique environments. University of Saba Region should review its strategic plan to address any shortcomings.
