Welcome Message of the Artifacts ChairPerCom 2024 conducted an artifact evaluation and certification process for the fifth time in its history.All accepted submissions across all tracks of the conference, as well as all workshops, were invited to provide supplementary materials, such as tools, applications, and data sets, as artifacts, along with a comprehensive guide.The artifact review team evaluated these submissions for functional completeness, such as whether the code compiled and ran correctly and if experimental results matched the published results.Additionally, they reviewed the associated guide for completeness and accuracy.Accepted artifact contributions were assigned one or both of the two available badges: Artifact-Certified and Result-Certified, depending on the goals of the associated artifact.This year, ten submissions were received for the artifact review process.
