The subject of the article is the first steps of electoral fundraising in United States since the end of XVIII till 1907. In that period legal regulation of electoral finance is either almost absent or very partial. The key factors that defined the basis for legal regulation of US electoral finance in the 20th century were: the powers of federal government; expanding of rights to vote; new methods of electoral communications; shaping of party politics; determination of the ideological foundations of the future reform movement.
