Russian Railways JSC faces unresolved problems in the field of pricing and tariff regulation. The current regulatory framework for determining tariffs was established in 2003. Over the past 20 years, significant changes have occurred in Price List 10-01, which was periodically adapted to the current conditions of the freight transportation market by introducing additional coefficients, and almost all possibilities for adjusting it have been exhausted. The Government of the Russian Federation has given instructions to departments to develop a new Price List by January 1, 2026. It is necessary to improve the tariff policy, adapted to the conditions of a market economy, in accordance with the Reform Program of Russian Railways JSC adopted by the Government of the Russian Federation and the Strategy for the Development of Railway Transport in the Russian Federation until 2030. Existing problems in the field of pricing and directions for further development are considered.
