This work derives a Tully–Fisher–type scaling as a structural consequence of causal cosmology. By combining dimensional consistency with global causal constraints, we show that a relation of the form v⁴ ∝ M arises without invoking modified gravity, dark matter phenomenology, or observational fitting. The result functions as a structural constraint on admissible galactic scaling relations rather than as a dynamical explanation of rotation curves.
