This paper introduces Primordial Torsional Energy (PTE) as a continuous, pre-geometric physical substrate characterized by intrinsic torsional degrees of freedom and global coherence. Unlike media, particle ensembles, or spacetime geometry, PTE serves as the foundational condition from which spacetime, matter, and dynamics emerge.It describes how discrete losses of global coherence in PTE give rise to cosmic expansion (without invoking inflation), gravitational attraction (via torsion gradients), the invariant speed of light (as a substrate response), and non-singular black holes (with finite-coherence cores). Virtual particles and solitonic configurations are distinguished as emergent phenomena.This work constitutes the first part of a two-paper framework and is restricted to ontology and qualitative dynamics.
