This deposit provides a two-volume preprint bundle for the USFEC/OKV framework: Unitary Core (main text): the ontology–method spine (form-history → WQO/Kruskal → law → χ₀ → ledger-time → canon/archive/boundary → stop→repack→eons), a constitution map (Ten Articles; Layers 0–7), external anchoring to GR/QFT/ΛCDM as canons/arenas, and minimal diagrams for navigation. Derived sectors (BH/QM/LIFE/MIND) are explicitly status-tagged and linked to falsifiers/triage. Companions (verification harness): grouped Test Index (Layers vs Derived sectors), red-team exploit vectors, governance templates (drift log + mandatory re-run sets), runnable harness specification (HAR-RUN/HAR-LOG), and example transcripts. Release 2.0 upgrades key claims from “spec-only” to operational discipline: BH GW ringdown operational pack (preregistered envelopes + triage), Planck/ABD δΛ numerical pack (preregistered envelopes + triage), a runnable pipeline/runner emitting HAR-LOG JSONL transcripts. Dual-canon ξ fork: Two S-B policies are documented. Policy B treats ξ as a canon/codec multiplier (Bounded/Fitted with preregistered envelopes and drift governance) and is selected as the main canon on ontological grounds; Policy A (ξ fixed, e.g. 3) is retained as a stress canon whose CRIT outcome is reported rather than silently tuned. Switching policies is governed as a ΔC event with mandatory re-runs.
