Systemic Mastery Density (SMD) and the Epistemic Operation of Governing Ideas

Systemic Mastery Density (SMD) is a derived, system-level construct within the Unified Mastery Theory framework that explains why formally identical governing ideas—such as law, markets, or rights—produce divergent outcomes across institutions and societies. Rather than attributing failure to ideology, intent, or individual competence, SMD characterizes how mastery is distributed and institutionally embedded at positions of epistemic leverage. The framework is non-normative and explanatory: it specifies structural constraints under which governing ideas are operated functionally versus symbolically, clarifying patterns of drift, proxy optimization, masking, and reform failure under epistemic constraint.
