This preprint presents Version 2.0 of a formal hypothesis interpreting the Voynich Manuscript as a non-linguistic functional protocol rather than a natural language or cipher. Based on structural analysis of the EVA transcription, the model identifies a rigid Prefix–Root–Suffix architecture, low entropy, and section-specific invariants consistent with a technical data-logging or process-control system. This version stabilizes the core framework, clarifies probabilistic claims, and defines falsification paths to be addressed in subsequent work.
