This work extends Causal Memory Gravity from cosmological scales to individual galaxies and galaxy systems. Using rotation curves, structure-growth measurements, and numerical simulations, we demonstrate that the same gravitational memory parameters govern both galactic and cosmological dynamics. The paper establishes cross-scale consistency and provides unified empirical tests of the theory. It serves as the central link between fundamental cosmology and astrophysical observations within the CMG framework.
