The IEC 60825-1:2014 is a widely used, internationally recognized standard for the safety of laser products. However, despite its prevalent use, few users fully appreciate the development process, and many find it increasingly difficult to use. With work having commenced on the next edition of this standard, this paper provides useful insight into development and use issues. Section II of this paper provides an overview of the development process of the IEC 60825-1:2014 standard, including the involvement of various stakeholders such as manufacturers, regulatory bodies, researchers, and test labs. Importantly, it also explores the challenges and issues faced by the developers due to the need for continuous updates and revisions to keep pace with advancements in laser technology and emerging safety concerns. Section III of the paper then looks at how the decisions and compromises made during publication feed into the resulting standard's usability and complexity. Here, the paper will highlight some of the common concerns and difficulties encountered by users of the standard attempting to adapt the requirements to their particular product. By shining a light on both the development and use aspects of the IEC 60825-1:2014 standard, the paper serves to inform the ongoing efforts to ensure the effectiveness and relevance of the IEC 60825-1:2014 standard in the rapidly evolving field of laser technology.
