The healthcare landscape in Rwanda is characterized by a complex system of district hospitals that serve as primary care centers for rural and underserved populations. Panel-data estimation techniques were employed to analyse longitudinal data from 10 district hospitals over a five-year period. The analysis utilised Generalized Method of Moments (GMM) for robust inference in the presence of endogeneity issues. The GMM estimates revealed significant variations in clinical outcomes, with some hospitals achieving up to 25% higher patient survival rates compared to others. This study highlights the importance of systematic evaluations and standardised protocols in enhancing healthcare delivery within district hospital systems. Policy recommendations include training programmes for medical staff, implementation of evidence-based clinical guidelines, and periodic performance audits.
