Theoretical analysis is conducted to evaluate the reliability of telecom networks in Uganda, with a focus on spectral methods and condition-number analysis. Spectral methods and condition number analysis are employed to assess the robustness of telecom infrastructure under various operational conditions. This theoretical framework provides a robust basis for future research and practical applications aimed at improving telecom network reliability in Uganda. Investment in condition-number analysis tools can lead to more reliable and resilient telecom networks, thereby reducing operational costs and enhancing service quality. The analytical core is yₜ=F (xₜ;) with =argmin_L (), and convergence is established under standard smoothness conditions.
